But Mr. Watson pointed out that even if

this were done it could never be certain that individual officers were not in fact working for less than the wages for which they were signed on.:

The representatives of the Guilds promised however to give this aspect of the matter their further

consideration.

Arising out of the consideration of these Resolutions there was a discussion of the objections of the Guilds to the wording of Regulation No. 1 (which states that it is the duty of the master and other certificated officers to resist to the uttermost any piratical attack). As alrealy recorded in these Hotes, the representatives of the Guilds agreed in principle that it was in general the duty of ships officers to defend their ship. But they objected to the words "te the uttermost" which gave them no discretion to refrain from resistance when the circumstances were clearly hopeless. In such cases, resistance "to the uttermost" would mean their certain death and was unreasonable, particularly in view of the absence of adequate provision for their dependents. The representatives of the Guilds agreed that their objection to this regulation would be met by the deletion of these words and the Official Members of the Conference agreed that they would recommend their deletion.

In the course of the discussion on the question of the requirement that the officers should at all times carry a loaded revolver and ammunition, the representa- tives of the Guilds urged that it was unreasonable to insist on the application of this regulation to engineer officers when actually engaged in the cramped space and heat of the engine roome. Captain Tomkinson agreed. It was therefore decided that the official members should recommend some amendment of the regulations in this respo
